Legislative efforts to improve the Affordable Care Act have failed to gain momentum in part because some Republicans are reluctant to make small changes that could improve it, observers say. "There is one Republican line of thought that it's so bad it's going to fall under its own weight," said Rep. Tim Huelskamp, R-Kan. One small-business advocate says Congress probably won't be compelled to act until firms have been forced to pay penalties under the ACA for awhile.
