Safeway tries no-fee payment system

Safeway is testing a debit system that avoids bank fees by linking a shopper's checking and loyalty accounts. The system, Fast Forward, was introduced in February as part of a gas-rewards program in Sacramento, Calif., but the company says it will be "many months" before the system reaches other markets.
