Scandal triggers change at IRS helm

Daniel Werfel, formerly controller and acting deputy director of the U.S. Office of Management and Budget, replaces Steven Miller as acting Internal Revenue Service commissioner today. President Barack Obama announced the leadership change because of a scandal regarding the IRS' controversial methods in determining which organizations could claim a certain tax-exempt status.
