API: Refineries to shoulder cap-and-trade costs

U.S. oil refiners say the current version of a cap-and-trade bill is unbalanced and would lead to increases in retail gas prices. The American Petroleum Institute reports the proposed legislation would make refineries accountable for up to 44% of the country's carbon output, but they would be offered just 2% of available free carbon permits.
