As banks seek to exit TARP, other programs appear permanent:

While some of the largest banks in the nation are preparing to repay money received through the Troubled Asset Relief Program, other programs established to help the financial system are appearing more permanent. Repaying TARP is a major step, but it is not likely a final step. "There will be a time when we will be able to come to you and say, 'This is how the unwinding process will work,'" Treasury Secretary Timothy Geithner said. "But it is too early to do that now."
