Restraint testimony "startling," House leader says

Children who died at school after being restrained had their stories told before the U.S. House education committee, which is considering whether restraint is overused on children with disabilities. "This is just unacceptable," said Rep. George Miller, D-Calif., the committee's chairman. "This punishment is way out of bounds of what I believe are the social norms of this society."
