Massey, regulators battle over blame for mine explosion

The chief executive of Massey Energy Co., owner of the West Virginia coal mine where an explosion killed 29 miners in April, defended the company's safety record at a congressional hearing. CEO Don Blankenship suggested responsibility lay with the federal Mine Safety and Health Administration. But the head of MSHA countered that the company resisted stricter safety enforcement.
