FCC rules require bounce-back messages for text-to-9-1-1

The Federal Communications Commission issued rules requiring carriers to send bounce-back messages to people who try to use text-to-9-1-1 in areas where the technology is not available. While the FCC did not dictate language for the messages, carriers will be required to tell texters the service is not available in the area and how to contact 9-1-1 by other means.
