Municipal Wi-Fi faces growing pains

Municipalities that have invested millions of dollars in local Wi-Fi networks are finding themselves struggling with technical issues and a quest for subscribers. The networks often cost more than expected while covering less area, and have generated less user interest than expected. Without subscriber revenue, the systems could end up costing municipalities even more.
