Court puts change to leased-access rules on ice

The U.S. Court of Appeals for the Sixth Circuit has agreed to rule on a case stemming from an FCC order in February that cable companies must lower access rates for independent programmers. The court found that the NCTA raised substantial issues about the FCC's ruling and temporarily stopped the measure from taking effect.
