Illinois legislature approves major construction program

Illinois legislators passed a huge construction program that would earmark $3 billion each for roads and schools, more than $1 billion for sewer and water, and $500 million for libraries, museums and parks, among other projects. However, it's unclear whether Gov. Pat Quinn will sign off on the measure, which would require a tax hike and expansion of the state's gambling program.
