Firefighters and other emergency responders who responded to last month's fire at a fertilizer plant in West, Texas, likely were unprepared for the facility's explosion, experts and observers say. An emergency-planning panel was told last year that potentially deadly chemicals were kept at the plant, but firefighters didn't receive appropriate training in light of this information, according to this analysis. "One universal finding about these sorts of accidents is no one fully recognized how hazardous the material or process was. And I don't think this one will be any different," said Daniel Horowitz, managing director of the Chemical Safety Board.
