Issa's bill would favor foreign grads with advanced degrees

Rep. Darrell Issa, R-Calif., is seeking to introduce a bill that would raise the number of visas issued to foreign workers who graduate from American universities with a Ph.D. and would eliminate the diversity program that Democrats are backing. The Congressional Black Congress and others are likely to oppose the bill because they favor the diversity program, which critics argue has been rife with fraud, Jennifer Martinez writes. Issa's bill also would raise the cap on H-1B visas favored by the tech industry and eliminate country-based quotas on visas for entrepreneurs.
