Senate overcomes effort to remove guest-worker program

A Senate coalition backing immigration reform won a small victory in overcoming an effort to remove a guest-worker program from the immigration bill this week. The approval showed support for the coalition's "grand bargain," but Democrats said they planned to come back with amendments to cut the guest-worker program's size in half, add an expiration date and torpedo the program if workers don't comply with rules.
