Government agencies act as test ground for green tech

Major government agencies including the Defense Department and the General Services Administration aim to be a testing ground for green technologies. Going green is part of a federal mandate: Government agencies must reduce their energy use by 30% by 2015 compared with 2003 levels. Some of the projects include installation of a smart micro-grid, a net-zero energy-consumption facility at Nogales, Ariz., and testing of alternative photovoltaic systems.
