Rep. Barney Frank, D-Mass., chairman of the House Financial Services Committee, is expected to help soften the final version of legislation overhauling financial regulations. For example, a controversial provision offered by Sen. Blanche Lincoln, D-Ark., would prohibit banks from trading derivatives.
