4 Americans have been killed in drone strikes outside war zones, White House discloses

The White House on Wednesday disclosed through a letter to Congress that U.S. drone strikes outside Afghanistan and Iraq had killed four Americans, one more than had previously been reported. President Barack Obama is expected to deliver a major policy speech today that will address his administration's counterterrorism policy.
