House passes bill pegging student loan rates to government borrowing

With solid backing from Republicans and opposition from Democrats, the House on Thursday passed a bill that ties the interest rates on federal student loans to the federal government's borrowing costs. The bill also allows interest rates to vary annually. Senate Democrats oppose the measure, and the White House has threatened to veto it.
