Medicare's prescription drug benefit program has helped keep prescription drug costs down by driving patients to generic treatments, University of Pennsylvania's Mark Duggan said. Part D also extended coverage to many disabled and elderly Medicare members, he added. The program means there are millions more patients with access to medicines than a decade ago and a larger market for drugmakers, Yale economist Fiona Scott Morton said.
