State workers who smoke would pay more for insurance under Wis. bill

The Wisconsin Legislature's Joint Finance Committee voted to approve a bill that would charge state workers who smoke $50 more each month for health insurance. State officials say health costs for tobacco users are about 35% higher than for nonusers, but groups such as the American Cancer Society and the American Lung Association say penalties do not reduce tobacco use.
