House passes two anti-spyware bills

The U.S. House of Representatives voted overwhelmingly to pass The Spy Act, which requires users to opt into software installations, and the Internet Spyware Prevention Act, which imposes heavy fines on spyware distributors. Attempts to combine the provisions into a single bill failed due to disagreements among the bills' sponsors over the opt-in provisions.
