Can replacing teachers improve struggling Kentucky schools?

A Kentucky school district is relying on 120 teachers being hired or transferred to help turn around six struggling middle and high schools. Jefferson County Public Schools is replacing as much as 60% of staff at the schools in the fall. Officials relied on an outside audit to determine the best method to improve the schools. However, one expert says that replacing staff alone will not solve the problem.
