Financial-crisis probes miss their mark

The Justice Department has abandoned its investigation of a number of American International Group executives, highlighting the challenges faced by officials who seek to bring charges against individuals who may have had a hand in sparking the financial crisis. The requirement to prove criminal intent or to catch bankers in knowing lies sets an impossibly high bar in most such cases, officials say.
