Pennsylvania's roads, bridges fail to make the grade

There's plenty of room for improvement with Pennsylvania's roads, mass transit systems and bridges, according to a report card released Monday by the American Society of Civil Engineers. While the crumbling roads and transit systems earned D-minus grades, the state's bridges -- the most structurally deficient in the nation, according to the Federal Highway Administration -- earned a slightly better grade of C.
