Small businesses get boost as consumer spending rises:

U.S. retail sales are up 8.8% since last year -- a sign of consumer confidence. Even though banks are still reluctant to make loans to small businesses, the Obama administration is calling for a new $30 billion fund for community banks to boost lending to small businesses.
