Obama: Time to alter 9/11 war policies

Rules passed after Sept. 11, 2001, that govern how the U.S. fights terrorism need to be repealed because they are too broad and open the door for wider wars, President Barack Obama says. "Unless we discipline our thinking and our actions, we may be drawn into more wars we don't need to fight, or continue to grant presidents unbound powers more suited for traditional armed conflicts between nation states," Obama said in a speech.
