Superintendent: Graduation requirements offer consistent standard

Maryland officials expect high-school graduation rates to remain about the same this year despite it being the first year that students are required to pass tests called High School Assessments in order to earn a diploma. Some question whether the tests are effective. "When we say students got credit for mastering [a subject], et cetera, we didn't have a validation for that. Now we've got validation," said Superintendent Nancy Grasmick.
