Budget woes keep states from tapping federal CHIP money

Budget problems are preventing states from expanding their Children's Health Insurance Program for low-income children, leaving some of the $10 billion annually in federal aid unspent. Studies show that fewer than half of states have taken advantage of the aid, and 15 states have actually scaled back CHIP programs because of budget problems.
