Pa. grand jury slams Gaming Control Board over licensing procedures

A grand jury concluded its two-year look at Pennsylvania's Gaming Control Board with a scathing 102-page report that blasts the way casino licensing checks and approvals were conducted. "[The gaming board was] preoccupied, fixated, and singularly focused on making the licensing process fair to the applicants at the expense of adequately protecting the citizens of the Commonwealth," the grand jury study noted.
