Report: Special education needs across-the-board update

Special-education programs and systems in U.S. schools have changed little in the past decade, according to a new report by the Thomas B. Fordham Institute. Among other things, the authors of the report say that better funding accountability and new approaches for teaching students with special needs are needed. "Special education, like general education, needs a makeover for the 21st century," the report states.
