Commentary: Infrastructure bill would be "boon to employment"

A bill introduced by Rep. Rosa DeLauro, D-Conn., would establish a national infrastructure-development bank, columnist Bob Herbert writes. The bill, which got scant media attention, would direct public and private funds to projects of national and regional importance. "These are projects that are badly needed and would be a boon to employment," Herbert writes.
