Dooley: Climate bill unfair to energy-intensive industries

Under climate-change legislation moving through the House, energy-intensive industries would get different treatment than other U.S. sectors under the emissions-allocation provision for trade-vulnerable industries, writes American Chemistry Council CEO Cal Dooley in this solicited comment for National Journal's Energy & Environment Experts Blog. Allowances for energy-intensive industries would be reduced over time under the bill, which Dooley writes would unfairly keep those manufacturers from receiving more than 200 million allowances through 2021.
