Agriculture secretary urges higher spending for hunger, obesity

Congress should approve a White House plan to appropriate $1 billion a year more for programs aimed at reducing child obesity and hunger, according to U.S. Agriculture Secretary Tom Vilsack. He said children who are hungry or obese don't learn as well as they should and take chronic diseases into adulthood.
