Tougher animal-cruelty bill in North Carolina advances

The North Carolina House has approved a bill that calls for stiffer penalties against animal cruelty and heads to the Senate for further consideration. Dubbed "Susie's Law," the measure would elevate animal abuse offenses to class F felony, which carries a jail term of six to eight months.
