Darling-Hammond: Why teachers shouldn't be evaluated based on tests

Relying on student test scores to evaluate educators will diminish the quality of teaching, writes Stanford University education professor Linda Darling-Hammond. She argues that test scores are not a reliable measure and that most tests have been designed to focus on low-level reading and math skills -- not those needed for college and careers. She suggests evaluations be based on a system similar to the process for National Board Certification, which looks at student learning in context.
