Texas Senate approves measure to create animal-abuse registry

The Texas Senate has cleared a bill that would establish a registry of animal abusers in the state. The measure, which will return to the state House for further consideration, would mandate that in-state residents convicted of animal cruelty acts such as dog-fighting and livestock abuse be listed on the registry.
