Report: U.K. government programs causing schools' collapse

In England, government testing programs, large classes and student misbehavior are destroying the secondary education system, says a teachers union-commissioned study by two Cambridge education professors. The report blames the decline in student behavior on an uninspiring curriculum and the breakdown of the nuclear family.
