Construction starts on North Carolina guard building

A National Guard building now under construction in North Carolina will serve as the guard's national headquarters and the state's center for responding to hurricanes. Federal stimulus funds will pay for $41 million of the cost of the $57 million building. The project is expected to create 4,000 jobs.
