Is it quantity time or quality that counts in the classroom?

Across the nation -- and the world -- the amount of time students spend in the classroom varies greatly. In Minnesota, where classroom time already is below the national average, two school districts are experimenting with giving up classroom time in favor of more time for teachers to collaborate, examine student data and tailor instruction to meet students' individual needs.
