Proposal aims to resolve MiFID II interoperability issue

The Irish presidency of the Council of the EU has proposed a way to resolve member states' differences on whether to permit interoperability between clearinghouses and derivatives-trading venues. The proposal would rely on a technical standard from the European Securities and Markets Authority defining "liquidity fragmentation."
