Dutch step up to help New Orleans in return of favor

When a storm surge caused devastating floods and killed more than 2,000 people in 1953, the Dutch received help from New Orleans, which offered technological expertise on how to build new water pumps to protect from floods. The country has returned the favor, providing the Gulf Coast with pumps, ships, helicopters and engineers.
