An estimated 8,500 U.S. service stations have pumps that register a maximum of $3.99 per gallon and total amounts of $99.99, requiring costly fixes that small operators find beyond their means. Meanwhile, pump manufacturers face long backlogs for kits that will retrofit the meters, and some state regulators are allowing stations to display half-pricing as an interim measure.
