Anaheim approves controversial tax breaks for hotel developer

The City Council in Anaheim, Calif., has approved a measure to provide a hotel developer with 15 years of tax breaks to total $76.3 million, amid criticism that the city is too cozy with Disney. The developer, GardenWalk Hotel I, is planning a $242.4 million project featuring two 12-story hotels with 866 rooms, and while Disney is in negotiations to operate the hotels, it would not benefit from the payments.
