Animal-cruelty bill clears Ohio House

The Ohio House passed a bill inspired by an alpaca that was beaten to death in January. The measure, which will go to the Senate for further review, would elevate animal abuse to a first-degree misdemeanor with a penalty of up to 180 days in jail and $1,000 in fines on a second offense, among other provisions.
