California city is latest to ban pet shops

The city of West Hollywood, Calif., joins a growing list of communities that have banned sales of dogs and cats in retail pet stores. Advocates of animals say the stores support puppy mills and kitten factories that breed and raise animals in cramped and unhealthy conditions.
