Small businesses aren't confident enough to hire, index shows

Small businesses are reluctant to add employees despite government incentives such as tax credits, according to the Wells Fargo/Gallup Small Business Index. The majority, 53%, said they plan to keep their staff level stable and hire only as needed. "This has been a challenging period for small businesses," said Doug Case of Wells Fargo. "They are looking for assurance of an economic rebound before staffing for growth."
