The real surprise that the Affordable Care Act will bring is the shock that it could actually fulfill its promise of helping many people, especially in states that aren't working to sabotage it, Paul Krugman writes. The ACA will eliminate exclusion from care based on pre-existing conditions, mandate everyone purchase insurance even when healthy and subsidize insurance to make coverage affordable for those least able to afford it, he writes. Millions will feel greater security knowing they have health insurance, he writes.
