TSMC will make 16nm chips for Xilinx in 2014

Taiwan Semiconductor Manufacturing next year will start fabricating semiconductors with 16-nanometer features on behalf of Xilinx, the foundry reported. "TSMC’s alliance extension with Xilinx should ease concerns of its ability to ramp [up] the 3D process [chips] and instead help it reach commercial volume," said Randy Abrams of Credit Suisse.
