Corps builds temporary levees to guard N.D. cities from dam releases

The Army Corps of Engineers is working to construct temporary levees that would protect Bismarck, N.D., from severe flooding before releasing water from a swollen reservoir along the Missouri River. Local officials urged volunteers to help residents in low-lying communities in sandbagging efforts to prevent flooding from the releases, as the earthen levees might not protect properties in some areas.
