Europe scrambles to head off bond default by Greece

EU leaders are moving quickly to form a second rescue for Greece, aimed at helping the country avoid a debt default. Jean-Claude Juncker, chairman of the eurozone finance ministers, said a total restructuring of Greek debt is impractical. He said he is optimistic that supplementary financial assistance can be implemented.
